The International Commercial Arbitration Court at the Ukrainian Chamber of Commerce and Industry (the ICAC) has released its Annual Report on the institution’s activities in 2025. Despite the fourth year of the full-scale war, the ICAC continues to demonstrate institutional resilience, transparency, the highest global standards of arbitrating disputes, and an active role in promoting arbitration worldwide.
“In 2025, the ICAC and the UMAC continued to consistently fulfill their jurisdictional mission—to ensure the efficient, timely, and fair resolution of international commercial disputes,” noted Mykola Selivon, the President of the ICAC
Key Figures for 2025
- 304 registered cases;
- 296 considered cases;
- 90.5% of cases were considered within six months from the date of formation of the Arbitral Tribunal;
- 76.6% of cases arose from wartime contracts, reconfirming strong confidence of business in the institution;
- arbitration fee revenue in 2025 exceeded those of 2024 and were 2.5 times higher than in pre-war 2021.
Representatives from 47 countries around the world have been parties to the ICAC cases. The largest number of cases involved businesses from Poland, Cyprus, Switzerland, Turkey, the United Kingdom, Germany, China, Lithuania, and Romania.
In Ukraine, the majority of requests came from businesses in Kyiv, as well as Dnipropetrovsk, Kyiv, Cherkasy, and Zaporizhzhia regions.
The ICAC continues to collaborate with the international arbitration community, including by contributing to the activities of the IFCAI, and to foster professional dialogue through the annual International Arbitration Readings in Memory of Academician I.G. Pobirchenko, which in 2025 attracted over 100 in-person participants and more than 500 online attendees.
Quality and Sustainability of Arbitration
Challenging the ICAC awards remains low: none of the ICAC awards issued between 2022 and 2025 have been set aside.
The ICAC continues to demonstrate leadership in upholding the principles of gender equality among the world’s arbitration institutions and maintains broad international representation in its recommendatory list of arbitrators: the ICAC recommendatory list of arbitrators includes 114 arbitrators from 38 countries, 61% of whom are foreign arbitrators.
Digitalization and the Development of Investment Arbitration
Summarizing the achievements of 2025, the ICAC identified three strategic priorities for 2026, namely:
1. Creation and Launch of the ICAC Secure Electronic Platform
The platform will provide comprehensive electronic case management, online filing of procedural documents, centralized and secure exchange of materials between the parties, arbitrators, and the Secretariat, integration with videoconferencing, and automated notifications. The project is being implemented in accordance with the best international practices in arbitration digitization and high cybersecurity standards.
2. Implementation of legislative changes and development of investment arbitration
Expecting the adoption of Bill No.12141 on expanding the jurisdiction of international arbitration, the ICAC plans to review its Rules and develop institutional mechanisms for resolving investment disputes, thereby strengthening Ukraine’s position as an attractive arbitration jurisdiction.
3. The ICAC Website Update
Updating the ICAC website to integrate it functionally with the electronic platform for administering arbitration cases. The new website is intended to become a part of a unified ICAC digital ecosystem, synchronized with online tools for filing claims and other procedural documents.
